manually run the shark through all axis to the limits and look for it sticking.. chips can sometimes hang in the threads and cause problems

I carve Pink Foam insulation board all the time using regular bits with good results, just be sure they are sharp. Four flutes should give you a better finish as they take of less material per cut then 2 fluted bits at the same feed rate.

your router mount is tilted. Try adjusting it or adding shims to get it parallel to the table.

Check for debris in the chuck around the tightening screw and slot. I had one of these years ago and had unacceptable results from it.
