You can get smaller bits from several suppliers. The problem you're going to run into is the smaller the bit, the shorter the cutting length. At 1/16 inch you will have 1/4 to 3/8 inch cutting depth and you still won't get the detailed cut out you're looking for. I would suggest modifying the carvin...

To answer your question, No.
The vectric software will not create 4 axis code, only 3 axis where one of the axes is use to rotate the model.
There are software packages the will do true 4 axis work but they will cost you. One of the less expensive I've seen it DeskPro at about $2500.

As long as you attach the metal part of the hose to a good ground it will keep down the static charge. You can accomplish the same thing by running an un-insulated wire (copper is best) inside your collection hose for the entire length and grounding it. Wrap is used with a rotary axis (4th axis) is that what you are trying to do?
If you are trying to do this with standard 3 axis, start with a 3D model of the hammer handle. Create your tool path for the text and select "Project toolpath onto 3D model" at the bottom above the toolpath name.

3D Contour is less accurate and faster than Arcs.
Both will work, just depends on how accurate the carving has to be. For simple designs with a low detail I use Contour, for more intricate designs I use arcs

There's a whole branch of science devoted to Feed rates and spindle speeds. There are no absolutes in setting rates, it's just something you have to work with an learn.

As a general rule it's best to do a rough pass first, cuts down on the wear and tear on the machine and reduces bit deflection. I normally use a 1/2" bit for my rough cuts then came back with the fine carving bits. Not sure how deep your pockets are, but 15 minutes of my time is worth a $40 bit.

Short answer no.
Now if they are patterns you created you can export them as a png file and then recreate them as a STL or crv file, depending on what software you have.
