Bug in my copy. NOT.
I've solved the problem. The Comcast security program Constant Guard (By Norton) was blocking it. To solve it, I opened the Constant Guard dashboard, selected options, and Manage my blocked program rules. I saw that VCarve Pro 7.0 was on the blocked list, so I unchecked it. Now it works fine.

I did some quick calculations. Adding the shaft support extrusion and the 1/2" x 2" aluminum bar makes an assembly that is 20 times as stiff as the original 20mm shaft. 7.0 installed and works fine on my laptop. Now to repair install Windows 7 on my desktop and see if that fixes the problem.

Bug in my copy.
I have installed it. Whenever I click on File, Gadgets, or Help in the Menu bar, the program immediately closes. I've notified Vectric.

The new bearing plate needs to be notched two places at the top to clear the Z axis stepping motor mounting nuts.

Note that when you do a Save As the window will at first show the original or default save location for the file.

I would suggest that you make the cross holes for the clamp screw in the blank before it is contoured. Or at least the 5/8" counterbores.
