Yes, if your settings are locked, then it becomes "difficult" to make the needed changes. Just for fun, if you want your spindle to go to 36000 RPM, change this from the post you cited: "PD072- Higher Analog Frequency-- Make sure this is set to 400hz for all the spindles." Yup, you can see the FA, FB and FC contacts; those are the ones.
Just be sure you know which is the common, NO and NC contacts.
Just change the parameter as mentioned above, and it "should just work".

Jim: Can you get the me the specific model number for the VFD? Or better yet, a link to a downloadable manual? I did a similar thing, with a fail-safe relay for the otherwise manually-switched 12V spindle coolant pump motor. It ended up being pretty easy to implement, as the VFD produced a 10VDC (?)...
