Trying to route a sign but it seems to scrunch the first bit of it and then start routing normal. Seems like it doesn't want to route close to the full 24 inches. Are my settings wrong??

On my HD, the actual travel is 25 5/8" from one end to the other. Jamming the X-Y gantry parts up against the actual bed/frame. 25 1/2" is possible, but you had best be spot-on with where you are trying to machine something.

So, I use 25" square as the footprint for all my jogs etc. Works out very well.

My Shark Pro has about 24" of travel, but when accounting for the head and such, I built my spoil board 22" square so I always know I'm within bounds.

Sounds to me like you are just meeting the limit.
